First off, I don't like cats. With that said, I feel sorry for the dogs, and I blame the owner.
I made up my mind When I read: "Dillon said he was out looking for Odin and Lucy because they hadn’t come home as usual."
Another stupid dog owner who doesn't control her dogs.

I have no problem with either dogs or cats.
But, I think it's obvious that some jerk reported a phony incident and the animal control authorities are completely unreasonable. They shouldn't be allowed to get away with it, regardless if the dogs roamed. My dog sneaked off down the block just yesterday and neighbor brought her back. We were out on the sidewalk talking to somebody walking by and Tillie wandered away, smelling stuff. This is not a capital offense.
Well, it pisses me off when I find dog shit on my lawn. This indicates that some owner lost track of their animal. It happens.
But to label these dogs vicious based on somebody who disappears leaving his animals abandoned, this is not a reliable report and the authorities are considering draconian remedies and $8,000 enclosures seem ridiculous, or unreasonable. Anyway, that's my take on the situation.

edit: and by the way, it doesn't take too much smarts to consider the coyote angle. They are extreme cat killers around my neighborhood and It's the first consideration whenever cats start turning up missing. Dogs are not automatically cat killers.
