First thing I thought of, first paragraph; was East German Stasi. the improved NAZI surveillance apparatus. Washington State goes the east Germans one better with a $2,000 reward for reporting offenders. And offenders are anybody you don't like for any reason. And you get a financial reward, protected secret identity so the target can't retaliate.
Only a fucking liberal could have dreamed up a program like this!

Having lived in that god-forsaken corner of Hell that's too wet to burn, none of that surprises me in the least.
When I was there, they were establishing guide-lines for 'Aggressive Panhandling' because the bums were blocking the sidewalks & demanding money.
