I'll tell ya who comes to mind, strictly by the book, Fascist/type. BTK
That guy that was some kind of very low level inspector, and in his spare time was torturing and murdering citizens in his sleepy little town in Kansas....(I think?)
BTK was his own shorthand for:
Bind
Torture
Kill
He was a very minor functionary that let his job go to his head, strictly went by regulations; inflexible.
That has nothing to do with the fact that he was also a psychopath. But get this! It broke his heart that his family gave him no sympathy whatsoever. He was like; Gee, so I might be a Depraved Homicidal Maniac, but family should stick together, and support each other! He is surprised and disappointed that his family wants nothing to do with him.
Okay, might be a reach, not every Bureaucrat with a low level authority is a depraved killer, I'm just saying they have no heart for a cute little squirrel that was a family pet for 7 years but that don't matter-rules and regulations are more important!
And, besides, squirrels are cute, they're inquisitive and nobody hates them. But rules are rules, right? I'd not shed a tear if the asshole got canned for euthanizing the poor thing!

I think that his title was something like Public Safety Inspector or some such fear inspiring moniker.
Also on the should be canned list is any underling that uses the phrase "I was just following orders."
This is a good case in point that children in schools should be taught less woke crap and more chess. It's a thinking game; 'If I move this, the outcome could be this'. Teaches one to consider their actions and the ramifications of such.
GranPa called it Common Sense.
