I think it goes to the original Red Flag "Law" that sounds reasonable, if and when you are dealing with a kid named Crooks. But, enforcing a CONCERN in Texas while the concerned person is a resident of The People's is a step too far. This is actually out of bounds; but when a timid judge is thinking: Better safe than sorry, then they fall back on the trope of just trying to do the right thing, with an obviously dangerous situation.
And so I created that justification WORD SALAD that allows a judge to do that right thing. Seems like not enough i's were dotted and enough T's were crossed, in a legal sense. But HEY! Just trying to do the right thing, even if it infringes on someone's Constitutional rights. Sounds intentional, while given the benefit of doubt, which was not justified, BTW.
