SCOTUS recently ruled that bump stocks are not illegal and I am happy they made this decision for two reasons. First, Congress already has declared in the gun control act of 1934 and/or the Gun Control act of 1968 that a sem-iautomatic firearm's trigger fires one round with a single action applied to the trigger. Scotus was correct to not allow the ARF to make this decision because they abused the Administration Procedures Act because Congress clearly defined a semi-automatic rifle.
Bump stocks allow you to manipulate the semi-automatic trigger much faster. However, it isn't nearly as fast as a real full auto. Using a bump stock requires you fire from the hip which makes the shooter very inaccurate.
Secondly, I have seen on youtube two variations of how to replicate a bump stock. One method only requires a person to have a belt loop available and the second method was a long rubber band wrapped around the trigger guard and triggered a certain way. If SCOTUS had declared bump stocks illegal the ATF could declare that anyone with a belt loop, or a large rubber band, and a semi automatic rifle now owns an illegal machine gun.
