right along these same lines, during the last series of heated gun law debate here in Colo., we had a congress woman that said something to the effect that "once the bullets were all shot out of an AR magazine, the mag. was then useless," hence if they ban mag. that hold over 15 rds., once the mags. already in circulation were used once, there would be fewer magazines on the streets.
